The Garage was opened in 1994 by Lord Montagu of Beaulieu and is based on a building which was in Penrith with the rear extension based on photos of a garage in the Birminham area. It was named as a tribute to Sir Tom Cowie who started selling motorcycles in Sunderland in 1948 and ended with a transport empire.
